My current homepage is housed in a humble repo that is using nothing more than parcel, vanilla markup, and vanilla css. I made it over a weekend. I wanted something lean. Something minimal.
npm init new-thing
I made mention of the next most important thing. Inside that was a list of steps to accomplish said most important thing. One of those was 'setup new project'. That one line has a lot of layered decision making in it.
